I have purchased international minutes, and am told I have 393 minutes available when I try an international call. Sounds good. I have a France phone number of a car rental agency I need to call: 33 8 20007498. I assume the 8 means cell phone even though this is a business. I am in France, but my ATT cell will not let me make calls. So I decided to try the Ooma app. On the Ooma app I dial 011 8 20007498. Ooma tells me that the call cannot be competed at this. What does that mean? And why? Is this an Ooma issue Owen Rubin an issue with the number?
